There was strong opposition from many members in Congress, who believed a Reconstruction plan should restore to power the old plantation aristocracy. The admission to Congress of Senators and Representatives from 'reconstructed' states would rest with Congress and several states were reconstructed on the Ten percent plan. Ten Percent Plan for kids: How did Congress respond to Lincoln's Ten percent plan? Once a Southern state, equal in number to one tenth of that state's total vote in the presidential election of 1860, took the prescribed oath to the Constitution and the United States, and organized a government that abolished slavery, President Lincoln would grant that state government executive recognition. The new governments of such Southern states were encouraged to enact plans to deal with the freed slaves (freedmen), as long as their freedom was not compromised.Allow for new state governments to be formed and readmitted to the Union when 10 percent of the eligible voters had taken an oath of allegiance to the United States.Allow for a full pardon for and restoration of property to all Confederates engaged in the Civil War rebellion, with the exception of the highest Confederate officials and military leaders. The Ten percent plan conciliatory arrangement for the reunification of the United States that would: The Ten percent plan was designed first to be presented by the areas of the Confederacy that were occupied by Union armies. Ten Percent Plan for kids: What was Lincoln's Ten percent plan designed to do? New state governments to adopt a new constitution abolishing slavery.Ten percent of seceded state voters take oath of loyalty to Union.Lincoln believed the solution was to restore "proper practical relations" as quickly and as quietly as possible to the seceded states. Some believed that Southern states had been conquered and should be treated as a part of the national domain. Opinions were greatly divided on these questions. And what should be done with the freedmen. The ideas for Reconstruction and the Ten percent plan offered an answer to the question of what should be done with the Southern states and their people. Ten Percent Plan for kids: The Seceded Southern States Further his emancipation policy by insisting that the new governments abolished slavery.Forge the path towards healing, at the end of the Civil War, during the Reconstruction era.Shorten the Civil War by offering a moderate peace plan. The objectives of the Ten percent Plan were to: He had to address the issue of Reconstruction and duly developed the Ten Percent Plan. The role of the freedmen (emancipated slaves) in the South had to be defined. President Lincoln had issued theĮmancipation Proclamation on Janubut it could only be enforced in those parts of the seceded states that were held by the Union armies. President Lincoln wanted the nation to re-unify which meant he had to find ways for the 11 Southern Confederate states to be restored to their former positions within the Union but with with loyal governments. The plantation system and the economy, founded on slavery, was collapsing. The South was fast becoming ruined land due to the invasion of the Union forces from the North. The South were beginning to lose the Civil War. On July 4, 1863, over 31,000 Confederates had been starved into submission and surrendered at the Siege of Vicksburg, there was another great Confederate defeat at t he Battle of Gettysburg and November 1863 saw another Important Confederate defeat at the Battle of Chattanooga. President Abraham Lincoln's Reason for the Ten Percent Planĭuring 1863 the Union army, which vastly outnumbered the Confederate Army, had scored Important victories against the Southern States. Proclamation of Amnesty and Reconstruction on December 8, 1863, a vital component before the Ten Percent Plan could be fully adopted. He took the opportunity to seize the initiative from volatile members of Congress on plans for Restoration, by issuing the It was President Lincoln's effort to try to reduce the anger and bitterness caused by the horrific Civil War. The idea of the Ten Percent Plan was conceived by President Lincoln during the Civil War to present his strategy to start the difficult task of Restoration. Ten Percent Plan for kids: President Lincoln and the Proclamation of Amnesty and Reconstruction This works fine, but will clean this up with something better going forward. I wound a piece of copper wire off the D-ring in the back to hold it like a twist tie. The transducer is a bit heavy so the valve handle isn't strong enough to hold it in place by itself. I used clamps instead of fasteners for the transducer arm in case I needed to tweak it or it failed prematurely. The hollow pipe also allowed for running the transducer wire internally which keeps things a bit neater. This ensures that I can swing it up and lash it to the tube for transport and launch/beach and then swing it down into rigid position at a perfect 90* angle for operation. I wanted the transducer to be able to swing to/from position and thought that the handle on a ball valve would work great for this - and it has so far. Two short parallel sections would straddle the top my float tube and I would use a pair of 1" wide straps to lash it down. The Garmin unit mounts with 3 wood screws (which PVC pipe accepts nicely) so a standard tee fitting worked well here. Here is the finished prototype using 3/4" PVC pipe and fittings. PVC is light, rigid, impact resistant, cheap, versatile, modifiable, and hollow - which I'll explain below. I wanted to make my own mount and would need to summon all my PVC skills from building multiple ice sleds over the years. Also, I have concerns over the transducer picking up too much surface congestion be mounted that close to the surface. This means that when you launch and/or pullout, you need to be real careful not to damage it. The big drawback here (for me) was that the transducer straps directly to the bottom of your tube. Scotty makes a strap device which (by all on-line accounts) needs to be modified a bit. Having said that, there is the challenge of MOUNTING it, and the transducer, to your float tube. If you can swing it, I highly recommend it. I finally added a fish finder to my float tube, opting for the Garmin STRIKER Plus 4 and I have to say that after only two trips to my favorite reservoir this past week, I learned a LOT about what is going on below the surface and why certain areas have been holding fish these past few years. Stitches may break apart, do not become alarmed. These are not hemorrhoids, but simply a response of the skin to the stitches and/or surgery you have had. Do not be alarmed by the swelling of the skin tags you may have around the anus. * You may have some stitches after surgery. This will fall out with your first bowel movement. * You make have a packing in the anal opening. The leakage resolves after all the healing has finished in 6-8 weeks * It is not uncommon (20-30%) to have minor bowel leakage (soiling) after anorectal surgery.Use a soft fluffy pillow to sit and change positions frequently. * Avoid any sitting “doughnuts” or any persistent pressure to the area.Large dressings or pads can be used to protect clothing or underwear but should not replace 4×4 gauze or cotton ball placed within an open perianal wound. Use loose cotton underwear not tape to hold cotton ball or gauze dressing in place. You may also use a 4×4 gauze dressing or cotton ball on open wounds to further prevent itching and irritation of perianal skin from any drainage. Do not try to wash or scrub off barrier protection ointment during showers or bathing. Kleenex Cottonelle wipes may be used after toilet paper as needed for anal comfort and hygiene. You may also be given a prescription cream to apply the evening of surgery as well. These ointments will help protect the operative site skin and help with itching and burning from temporary seepage, which is a normal part of healing. * Apply a small amount of the moisture barrier ointment (Calmoseptine, Desitin, etc.) around the outside with a finger after each sitz bath or shower and after each bowel movement. Its name comes from the German verb “sitzen,” meaning “to sit.” You may use a handheld shower at home if you have one. Start baths the evening of surgery and apply the prescribed cream after baths. * Sit in a tub of water or Sitz bath with the water as warm as you can tolerate for approximately 30 minutes, at least 3 times a day, especially after a bowel movement.Use intermittently 30 minutes on and then 30 minutes off in an effort to reduce pain and swelling. * After surgery, having an ice pack close to the area will help decrease the swelling. This is probably because of the excellent blood supply to the area. Post-operative infection around the rectal opening is surprisingly uncommon despite the obvious contamination by stool. * Fever and chills in the first 24 hrs. There may be gelfoam packing which will slough and dissolve on its own. If you have profuse, continuous bleeding with passage of clots, call your doctor immediately. * Some bloody discharge, especially after bowel movements, is normal for at least two to four weeks after rectal surgery.* If you have not moved your bowels by the morning of the 4th day following surgery call the office.* If you have not had a bowel movement within 48 hours after discharge, take 2 Ducolax tabs.* Take Milk of Magnesia 1 tablespoon daily for the first seven days post-operatively.* Fiber Supplements such as Konsyl, Metamucil, or Benefiber should be taken two times a day while the wound(s) are healing.4) Hydrocodone (Vicodin): One every four hours or two every six hours.Tylenol dose should not exceed four grams (4,000mg) per day. 3) Alternate Advil and Tylenol to take one or the other every three hours.2) Tylenol (acetaminophen): Two 500mg tablets (1,000mg) every six hours. If you are allergic to aspirin, do not take.
